Previous service is not automatically counted for every future employment benefit. Whether an earlier period can be recognized for seniority, pension or retirement benefits, pay fixation, leave, continuity, promotion eligibility, or another purpose depends on the law and service rules governing both the earlier and later appointments.
The legacy version of this page referred generally to foreign or central pension rules and described past-service credit as guaranteed. That is not a safe statement for a Sindh service-law matter. The correct analysis starts with the employee's actual appointment orders, legal status, resignation or transfer terms, absorption or regularization record, pension regime, and the rules applicable to the relevant organization.
A period accepted for one purpose may not necessarily count for every other purpose. Current Sindh law also requires attention to the appointment date and retirement regime. The Sindh Civil Servants Act was amended in 2024 so that persons appointed on regular basis in the prescribed manner on or after commencement of the amendment participate in a Defined Contribution Pension Scheme as prescribed, while the Act preserves the pension/gratuity framework for qualifying civil servants appointed before the amendment. This makes it especially important not to apply an old pension assumption to a new appointment.
